RCEL ENERGY INSTITUTE

About us

RCEL Energy Institute is an independent think tank dedicated to advancing legal and regulatory frameworks in the fields of energy law, climate change, and the green transition. Operating at the intersection of energy law, environmental law, and climate change law, the Institute promotes rule-of-law-based energy governance in the context of rapid decarbonisation and systemic transformation.

As energy systems evolve and climate obligations intensify, legal systems face growing complexity – from renewable energy integration and market reform to investment protection, environmental safeguards, and climate accountability. RCEL Energy Institute responds to these challenges through rigorous legal research and policy analysis.

The Institute’s core activities include:

  • Development of legal analyses and policy studies
  • Comparative research on regulatory and market models
  • Thematic publications and expert commentaries
  • Training programmes and professional education
  • Platforms for dialogue among legal professionals, regulators, academia, and the private sector

A key priority of the Institute is capacity building for legal professionals in the areas of energy and climate law, as well as fostering regional and international networks of experts. Through a regional team and collaboration with leading practitioners and scholars, the Institute facilitates knowledge exchange and contributes to the development of sustainable and resilient legal solutions for the energy transition.

RCEL Energy Institute aspires to become a leading reference point for legal aspects of the energy transition in our region.
